DIEPPE MARKET REGULATIONS

1. Vision

The Dieppe Market offers farmers, growers and/or entrepreneurs from South-eastern New Brunswick the priority to provide consumers with the freshest products possible, either locally grown, raised, processed, crafted, etc.

To provide the population of South-Eastern N.B. with fresh, healthy and tasteful agricultural products grown, raised and processed in South-Eastern New Brunswick and to promote such products.

To create a pleasant festive social environment.

To give to the South-Eastern N.B. agriculture producers, entrepreneurs and craftspeople the opportunity to get maximum price for their merchandise by dealing directly with the consumer.

To create a communicational and educational link between the urban and rural populations of South-Eastern N.B.

2. The Really Local Harvest Cooperative Ltd

The Really Local Harvest Cooperative Ltd. (herein referred to as "RLH"), a non-profit organization, is responsible for managing the Dieppe Market building, located at the corner of Gauvin Road and Acadie Avenue in the city of Dieppe.

The RLH organizes the Dieppe Market, which takes place every Saturday inside and around the building. It is also responsible for weekday activities, from Monday to Friday, such as the food court, grocery store, and other events or initiatives aligned with the market’s objectives.

The RLH may also make the building available for short- or long-term rentals, under defined terms, for activities or events that align with the market’s vision and regulations. This includes meetings, workshops, exhibitions, cultural events, or other uses approved by the RLH.

4. Definitions

Annual Vendor: sells at the market on every market day of the year.

Seasonal Vendor: sells seasonal products at the market on a predetermined period of time per their contract.

Temporary Vendor: sells at the market for a predetermined period of time per their contract.

Special Events: vendors may sell during events held either outdoors or in the Market building on days other than Market Days, but only by permission from the RLH in appropriate areas.

5. Applications Procedure

All applications must be made on the website or by filling in the form available at the Market.

Applications are reviewed on a first-come, first-served basis.

Once accepted, the vendor receives an invoice and a contract for a maximum of 4 weeks. Each Market must be paid at least the Wednesday before and the contract signed before the very first Market.

A temporary vendor must have participated in at least 4 markets before applying for an annual opportunity.

6. Rules and Selection Criteria

Valid applications for a Market booth are ranked by: date received; whether products are grown, raised, processed or crafted in South-Eastern New Brunswick; whether the products are likely to enhance the existing product mix; and the number of vendors selling similar products or actual consumer demand for them.

No vendor shall sublease, sell or share their space or allow any other vendor to use their Market booth.

The RLH has the authority to temporarily or permanently revoke a vendor’s right to sell at the Dieppe Market.

Vendors are only authorized to sell products approved by the RLH. Vendors wishing to make changes to their product mix or installations must apply for approval.

Absences in force majeure (illness, weather, family emergencies) must be notified ASAP via email to info@recoltedecheznous.com. With at least 10 business days’ notice, full or 50% credit may apply depending on whether the space is filled. Same-day or post-opening notifications are treated as no-notice absences. Repeated unjustified absences progress from verbal reminder → written reminder → formal letter → contract termination.

Weather: the market operates in various conditions. If a closure or schedule change is needed, vendors are notified by email, on the website and on social networks no later than 4pm Friday.

8. Rates

It is the responsibility of the vendor to pay invoices by the due date. Late payment incurs 4% on the invoice. Non-payment may result in revocation.

Annual administrative fee of $30 + HST applies at the start of each calendar year. Special Events and Community rates are exempt.

Minimum booth size is 48 sq. ft. The basic weekly rental fee is calculated by rate table. Electricity is metered separately. Express Market rate is 75% off the regular Saturday space rate.

Commercial businesses promoting a product/service pay $150 + tax per Saturday for 48 sq. ft. (8×6), max 4 times per year. A reduced $100 + tax rate applies if attending all 4 times.

RLH members receive a 10% discount on booth footage.

Payment by cash, cheque to "La Récolte de Chez Nous", or e-transfer to finances@recoltedecheznous.com. NSF cheques: $25 fee.

Mandatory marketing fee: $2 per week per vendor. Outdoor advertising signs: $500 + tax per sign per calendar year, installation by the vendor.

Building use outside market hours (meetings, workshops, exhibitions, events): written request at least 15 business days in advance; fees set by activity type and duration; deposit may be required.

9. Days and Hours of Operation

The Market is open each Saturday of the year unless otherwise determined by the RLH Board of Directors.

Saturdays: public hours 8 a.m. to 1 p.m. Vendors may access the building 1.5 hours before opening, and must vacate within 1 hour after closing with their installations clean and orderly.

Friday setup: doors open 1 p.m. to 6 p.m. RLH may modify this for special events.

Vendors not at their booths by 7:30 a.m. on market day are considered absent without cause. All stallholders must remain at their stall until 1 p.m. closing.

10. Signage and Labeling

All kiosks must have a bilingual, clear and legible sign showing business name and place of origin. To comply with the City of Dieppe’s language policy, French must appear first, both languages must share the same format and size, and at least 50% of all signage must be in French (including promotional displays, pricing and labels).

Signage is limited to the individual booth area and must not extend into traffic aisles.

All products must be clearly priced during market hours, in full view and legible.

Vendors must identify the origin of their products. Products from South-Eastern N.B. may be marked "Local" where appropriate. False declarations regarding origin or production process may result in expulsion.

11. Organic Producers

A producer advertising their operation as organic must have all products sold at their stall certified by a recognized organic certification body, and present proof to the market manager.

Individual products marketed as organic must also be certified by a recognized organic certification body.

12. Regulations for Food Vendors

Any merchant selling ready-to-eat food at the Dieppe Market must hold a valid public market license. After application approval, an authorization email is sent to initiate the license process with the Public Health Department. Monthly progress updates are required; two months without updates removes the merchant from the waiting list.

All food merchants must complete a food handling course offered by the New Brunswick Department of Health and Wellness. Proof must be submitted to RLH within six months of the first market day.

Any license or permit required for preparation or sale must be posted visibly at the stall. A copy must be presented to the Market Manager.

All meat products sold on site must be slaughtered and processed at certified facilities. All milk products must meet federal and provincial regulations.

13. Grievances and Conflicts Resolution

Conflicts are first brought to the Market manager in writing. Unresolved complaints go in writing to the Executive Director, who decides whether the matter reaches the RLH Board.

If a vendor believes the Market personnel erred in resolving a conflict, they may write to the RLH Board President. The Board acknowledges, studies the question and communicates a decision. The Board decision is final.

14. Respectful Workplace

The market promotes a cooperative attitude. RLH does not tolerate physical or verbal abuse or any form of intimidation. Personal appearance and hygiene are to be maintained at a high standard; physical attire clean and socially appropriate.

Cooking or activities producing offensive odors must be vented to the outside.

During market hours, vendors park in designated areas. Starting January 2025: official windshield stickers are required to use merchant zones; lost/replaced stickers $10. Failure to use the sticker: $25 penalty. Parking-zone violations: $50 / $100 / towing on third offense. Appeals: written submission within 5 business days.

Neutrality: vendors refrain from displaying or promoting religious or political content — including on products, kiosk presentations and social media when the Dieppe Market is mentioned. Indirect personal values may be reflected in product narrative (origin, craftsmanship, quality) but not via religious/political symbols.

15. Right to Revoke

A vendor failing to abide by these rules is subject to expulsion. Fees paid in advance (excluding the two-week advisory period) are reimbursed.

The Executive Director and Market Manager may temporarily revoke a permit pending the RLH Board’s decision, which may revoke indefinitely.

Vendors wishing to return after expulsion must apply and be approved as new vendors.

16. General Conditions

The Dieppe Market, RLH and its employees are not responsible for vendor product liability. All vendors should carry sufficient liability insurance.

RLH is not responsible for goods of customers or third parties left in a vendor’s custody, nor for damages to displays/kiosks during transport.

Vendors are individually responsible for collecting and remitting sales taxes.

Vendors and staff must keep their allotted space clean and tidy, and display products attractively.

No animals or pets in the market, other than guide dogs or helper animals for disabled persons.

Sale of used or "flea market" goods is discouraged. Unauthorized solicitation is not tolerated inside or outside the market, including parking lots and entry points.

In the event of conflict between the English and French versions of these regulations, the French version prevails.
